PURPOSE:To enable complete hydrogenation by adding a specified amt. of hydroxycarboxylic acid as a complexing agent to a catalyst prepd. by supporting groups VI and VIII metals of the periodic table or further supporting phosphoric acid and by drying the catalyst at =200 deg.C. CONSTITUTION:A catalyst is prepd. by supporting groups VI and VIII metals of the periodic table or further supporting phosphoric acid, 0.3-5 times (mol) as much hydroxycaboxylic acid as the metals is added to the catalyst and this catalyst is dried at =200 deg.C to obtain a catalyst for hydrogenation of hydrocarbon oil. At least one kind of porous substance such as alumina, silica, titania, zirconia or activated carbon is used as the carrier of the catalyst as usual. The hydroxycarboxylic acid as a complexing agent may be glycolic acid, hydroxypropionic acid, hydroxybutyric acid, hydroxyhexanoic acid, tartaric acid, malic acid, glyceric acid, citric acid or gluconic acid.
