PROBLEM TO BE SOLVED: To obtain a method and device for estimating the temperature of a rotator without providing a temperature sensor at the rotator itself such as a rotary drum in an eddy-current damping machine or near the rotator, and at the same time, obtain the actuation control device of the eddy-current damping machine using the device for estimating the temperature of the rotator. SOLUTION: The actual coil temperature of the coil of an electromagnet is detected by an actual coil temperature detection sensor 59 and at the same time, the actual speed of the rotary drum is detected by a vehicle speed sensor 10 and the estimated temperature of the rotary drum is obtained by a rotor temperature calculating means for performing update and correction using an estimated temperature increase rate which is calculated based on the temperature increase rate table of the rotary drum which is preset according to the temperature of the coil of the electromagnet and the speed of the rotary drum when an eddy current retarder 40 is actuated. In this manner, the actuation of the eddy current retarder 40 is controlled by a controller 20 so as not to increase the temperature of the rotary drum higher than an upper limit based on the obtained estimated temperature.
