PROBLEM TO BE SOLVED: To obtain an activated carbon in a high yield by drying sewage sludge to obtain a specified water content, granulating the sludge, carbonizing in the first half stage in an activating furnace, maintaining it at a specified temp. in the second half stage to activate the sludge with the steam produced in the first stage. ;SOLUTION: Sewage sludge having about 60-85% water content from a sewage processing plant is dried in a furnace to obtain 15-25% water content, and the dried sludge is press formed and granulated in a granulating machine to obtain granules of 3 to 15mm size. Then the granules of sludge are sent to an activating furnace, where the granules are dried and carbonized to produced steam at about 500 to 800°C in a carbonizing zone of the first half stage. The carbonized material is maintained at 800 to 850°C in the activating zone of the second half stage, where the surface of the carbonized material is activated by the steam produced in the first stage and pressurized steam supplied from outside by 0.5 to 1.0kg per 1kg of activated carbon. Thus, an activated carbon is obtd.
