PROBLEM TO BE SOLVED: To omit a starter circuit by a positive-temperature coefficient thermistor by bringing the soft start of a circuit when a fixed-value voltage is subtracted from voltages applied to a plurality of input terminals and increasing the voltage toward the working value of the voltage. SOLUTION: A resistor RT is connected to a chip 100. A bidirectional diode array 20 is connected between the resistor RT and a capacitor CT. By the connection of the bidirectional diode 20, oscillation is immediately started with the minimum undervoltage is exceeded. When a part of the voltage, which is charged or discharged by the capacitor CT, is subtracted, the voltage Vcc is increased to the minimum undervoltage or the normal operating voltage. At the time of the increase, the soft start of the circuit having a plurality of input terminals and a plurality of output terminals connected to the voltage Vcc are realized. Thus, the starting circuit by a positive-temperature-coefficient thermistor can be omitted.
