PROBLEM TO BE SOLVED: To reduce the attaching amount of impurities to the surface of an electrode attendant on continuous operation. Fuel gas is passed to a cathode, and power is generated with the function of both electrodes replaced. By applying a load at large current in short time in pulse as maintenance job, anodic activation is realized, the oxidation on the surface of the anode and the reduction on the surface of the cathode are accelerated, and both electrodes are cleaned.
