In addition, provision of a treated water supply piping 4 permits the use of a water supply line of another system other than public water supplies to hereby improve safety upon any disaster. Further, also for district heating safety and security are ensured because hot water supply is achieved only by mixing vapor with treated water. Since also sewage may be sufficient to be supplied up to the center 7, facility only requires a relatively short distance to ease construction.
