PROBLEM TO BE SOLVED: To utilize effectively the characteristics of usable bacteria by adding a silica component and a magnesium component into usable bacteria-containing usable sludge or usable bacteria added sludge, aerating the sludge continuously to accelerate the formation of usable bacteria in higher concentration and spores, and then dehydrating the sludge. SOLUTION: A silica component and a magnesium component are added into sludge obtained from a night soil treatment plant or the like, and aeration is carried out continuously.
