PROBLEM TO BE SOLVED: To provide a method and an apparatus for quantitatively judging the earthquake damage risk of a structure by installing a vibration sensor in the structure, recording vibration data, and merely by simply calculating the obtained data. SOLUTION: A vibration sensor 7 is installed on the upper surface 3 of the layer 2 of a structure 1, and a vibration sensor 8 is installed on the ground surface 4 near the structure. Vibration data are measured by the sensors 7, 8. The transfer function of the vibration of the upper surface of the layer 2 of the structure 1 is estimated from the spectral ratio of the data recorded on the surface 3 of the layer 2 of the structure 1 to the data recorded on the ground surface 4 by an earthquake damage risk data processor 9, and the dominant frequency and amplification factor of the vibration of the surface 3 of the layer 2 of the structure 1 are obtained. The earthquake damage risk index by the deformation of the layer 2 of the structure 1 is obtained from the dominant frequency and amplification factor of the vibration of the surface 3 of the layer 2 of the structure and the height of the layer 2 of the structure 1. Estimated earthquake acceleration is multiplied by the index, and the maximum shearing distortion amount generated at the time of earthquake in the layer 2 of the structure 1 is obtained.
