PROBLEM TO BE SOLVED: To attain manufacturing and assembling in a simple procedure, and require no welding work in attaching a spring for locking a fuel rod to a wall surface of lattice. SOLUTION: A spring 6 is made of a sheet of metal and having two ends 6a, 6b substantially being on a same plane, and a central part 6c positioned out of the plane. At least one of the ends 6a, 6b, two attaching members 6e are disposed laterally and bent to the opposite direction to the central part 6c of the spring 6 from the plane of the ends 6a, 6b. At a surface of wall 5 to which the spring 6 is attached, parts 8a, 8b are arranged to maintain the ends 6a, 6b on the side of the other two recessed parts 7a, 7b in the vicinity of two recessed parts 7a, 7b, and opening holes 10a, 10b are formed on the wall surface 5 in the vicinity of the maintaining parts 8a, 8b.
