PROBLEM TO BE SOLVED: To automate work, give a margin for time in operation and reduce the volume of facilities. ;SOLUTION: A waste liquid treatment device 4 is connected through an inlet pipe 10 to a waste liquid accepting container 3 connected to waste liquid accepting lines 1 and 2, and a waste liquid passage change-over mechanism 8 is connected through an outlet pipe 9 to the downstream side of the waste liquid treatment device 4. One pipe on the downstream side of the waste liquid passage change-over mechanism 8 is connected through a transfer pipe 7 to a condensate storage container 5, and the other is connected through a return pipe 6 to the waste liquid accepting container 3. A periodic sampling device 13 and a continuous sampling device 14, which are installed in the outlet pipe 9, are connected to an automatic water quality analyzer 11. It has a measurement unit 15 and a diagnosis unit 16, and signals of the latter unit are transmitted to the waste liquid passage change-over mechanism 8.
