PROBLEM TO BE SOLVED: To reduce the computing scale of the movement detection for reduction of the hard capacity and also to improve the tracking accuracy in a video camera system of a monitoring system, etc. ;SOLUTION: The output of a video camera 1 is sent to a data processor 2. The processor 2 extracts the video signal in every prescribed area via an evaluation value calculation block 16 and then calculates the evaluation value of the image of every area. A microcomputer 17 calculates the reference value based on the preceding evaluation value of a normal state and stores this reference value. Then the microcomputer 17 compares the calculated reference value with the present evaluation value to detect the movement of an image and furthermore controls the position of the camera 1 in the manner that the area where the movement of the image is detected is set at the center part of the visual field of the camera 1. At the same time, the control is performed so as to change the visual field of the camera 1 in every area. Then the position control is carried out, so that the visual field of the camera 1 changes in a unit smaller than the area unit.;COPYRIGHT: (C)1997,JPO
