PROBLEM TO BE SOLVED: To obtain individual strips from a web of indeterminate length to feed them for the following processing by gripping the web when a vacuum head is rotated by a link and an upper and a lower die shoes approach each other, and cutting the web synchronously with the movement of the upper and lower die shoes. ;SOLUTION: A punch and a die press 84 are provided to periodically act on a film to cut it into fixed length and to form fitting ends and apertures at each continuous strip. The press 84 and reciprocating mechanism 86 are mechanically synchronized, and a vacuum head 88 grips each continuous strip to advance the strip between the open and spaced plates of the press 84 and to feed the fitting end to a winding part. As the reciprocating mechanism 86 advances, a drum is rotated to feed a web slightly faster than the speed of the reciprocating mechanism 86.;COPYRIGHT: (C)1996,JPO
