PROBLEM TO BE SOLVED: To provide a jig and an engineering method capable of smoothly laying a steel pipe of a drawing object underground in a long distance. ;SOLUTION: A starting vertical shaft 1 is formed on one s side of a steel pipe laying route, an arriving vertical shaft 2 is formed on the other side, and on the ground on the side of the starting vertical shaft 1, a road setting type propulsive machine 3 to deliver a rotating rod 4 for underground drilling by required propulsive force or to pull it back by required drawing force is set. In a first process, a drill head is installed on a head end of the rod 4 delivered from the road setting type propulsive machine 3, a boring hole is drilled underground from the starting vertical shaft 1 to the arriving vertical shaft 2 by making the drill head intrude underground while rotating it.
