PROBLEM TO BE SOLVED: To improve the efficiency for creating a network and to increase a locating rate even in a transmission/distribution line system where the distribution pattern of a current value and phase becomes complex depending on failure outlook. ;SOLUTION: In a transmission/distribution line failure section locating device for locating a failed position by measuring failure current flowing to an overhead earth wire which is bridged between transmission/distribution lines by providing a current sensor 13 at a specific point of the transmission/distribution lines, the total set of a distribution pattern obtained from the current value and phase of the failure current distribution of teacher data is classified into similar groups by cluster analysis, neural networks 22-25 are created for each classified group, a cluster classification judgment part 21 judges a group from the distribution pattern which is obtained from the current value and the phase of the failure current, and a failed position is located from the current value and phase obtained from the failure current in the corresponding neural network.;COPYRIGHT: (C)1997,JPO
