PROBLEM TO BE SOLVED: To provide a planer printing plate which does not require moistening water and which can be image-exposed by infrared rays, and a method of manufacturing thereof. ;SOLUTION: A photosensitive planar printing plate in which at least a photosentive layer and an ink repulsive layer are formed on a substrate in that order, is prepared by the steps (1) to (5) of (1) adding a compound having a compound which can emit acid upon irradiation of active light rays thereonto, one compound having at least one bond which can react under the presence of the acid, or an infrared ray absorbing agent in the photo-sensitive layer, or (2) adding diazoate resin and an infrared way absorbing agenet, (3), image- exposing the photo-sensitive printing layer which does not require moistening water prepared at the step (1) or (2) with infrared rays, and thereafter, removing the ink repulsive layer with a developer, and (4) image-exposing the planer printing pate which does not require moistening water and which is prepared at the step (2), and removing the ink repulsive layer with an aqueous solution having a pH value of 5 to 9.;COPYRIGHT: (C)1997,JPO
