PROBLEM TO BE SOLVED: To derive a suitable value as a reference value for heartbeat signal examination by defining the average value of heartbeat signal intervals as the reference value for heartbeat signal examination when a heartbeat signal having the dispersion of intervals within a prescribed rate is continued more than the prescribed number of times among measured heartbeat signals. SOLUTION: Detected data are defined as interval data (step 203) and the suitability of interval data is inspected (step 204). When the interval data are normal, it is inspected whether the dispersion of intervals is settled within ±R% or not (step 206). When the same person is conditioned in the same state, the range for the dispersion of heartbeat intervals is to be extremely narrower than the normal range and, concerning the continued signals having the large dispersion, it is judged as noise. When the data are normal, '1' is added to the number of detected data. By repeating this processing, when X pieces of continued normal interval data are detected (step 208), the average value of these intervals is found and defined as the reference value (step 209).
