PROBLEM TO BE SOLVED: To attain high speed hand-off control, to reduce power consumption and to improve an information transmission efficiency by efficiently searching a hand-off destination in a short time. SOLUTION: Mobile stations PS1, PS2,... detect current position of them periodically by a GPS receiver, report its detection information to a base station managing device MA, that discriminates to which radio area of base stations BS1, BS2,... the mobile stations PS1, PS2,... belong based on the position information reported from the mobile stations PS1, PS2,... and storage information of a base station position database 32 prepared in advance and predict a base station being a hand-off destination and a hand-off timing based on the discrimination result and conduct hand-off control.
