PURPOSE: To efficiently select knowledges and to generate operation procedures at a high speed in the operation procedure, generation device which generates procedures and the sequence for the change from an arbitrary state to another state. CONSTITUTION: A knowledge base 14 where problem resolution knowledges from an expert are stored, a data base 17 which uses knowledges from the knowledge base to resolve an inputted problem, a user interface module 18 which presents the problem resolution process of this inference mechanism to a user, and an application condition learning device 60 which is provided with an application condition setting device and an application condition refining device to update the application conditions of knowledges in the knowledge base by extracting and substituting new application conditions for each knowledge are provided.
