PROBLEM TO BE SOLVED: To prevent the liquefaction of a sandy ground by boring a large number of small- diameter through-holes between the external surface and hollow section of a foundation pile body and disposing a raw material, through which air and water can pass, into the through-holes. ;SOLUTION: A large number of through-holes 6 are bored to a raw material made of a metal plate at desired intervals, and abutting sections are welded by rolling and foundation piles 2 having desired diameters are formed. Hollow sections 7 are formed at central sections, the hollow sections 7 are directed in the axial direction of a foundation pile body, and the upper ends of the hollow sections 7 are opened. A large number of the small-diameter through- holes 6 are bored among the surfaces of the foundation pile bodies such as a steel pipe and the hollow sections 7 of the foundation pile bodies, the intrusion of sand from these through- holes 6 is interrupted, and nonwoven fabrics 12 as raw materials, through which air and water can pass, are disposed inside the through-holes 6.
