PURPOSE:To measure an accurate equivalent temperature by calculating based on coefficients represented by including an atmospheric temperature, a set temperature value, a difference between a sensor temperature and the set temperature value, an air flowing speed, thermal resistance of clothes if the sensor temperature is higher than the set temperature value calculated based on the atmospheric temperature, the thermal resistance of the clothes. CONSTITUTION:A thermal resistance Ic1 of clothes is applied as a set value to an input unit 2 of a warm heat feeding unit 1, an air flowing speed Vair, an atmospheric temperature Ta and a sensor temperature Tcr from an environment measuring unit 5 are applied as detected values, and sent to a calculator 3. The calculator 3 calculates a set temperature value theta(th), heater power Htheta(th) as thermal energy. If the sensor temperature Tcr is higher than the set temperature theta(th), an equivalent temperature calculator calculates an equivalent temperature Teg by the following formula based on coefficients c1-c5 including the Ta, the theta(th), a difference near between the Tcr and the 5(th), the speed Vair, the thermal resistance Ic1 of the clothes and a coefficient (n), and displays it by a display output unit 4.
