PURPOSE: To provide a method and a device to rule and operate access to an asynchronous packet transmission generating line so that a time-equivalent information packet is transmitted with a fixed and constant delay value. ;CONSTITUTION: A module 110-15 is permitted to access the transmission generating line 140 when a time frame consisting of plural time slots is set in the transmission generating line 140 to transmit the packet between plural port modules 110, the modules 110 are accompanied by various levels of priority order, at least one time slot of each time frame is allocated to at least one module 110-15 with the highest level of the priority order, an address to discriminate the module 110-15 is transmitted by way of an interval band width control generating line 145 of the preset time frame, the module 110-15 claims its highest level of the priority order and competes with other modules asking for the access to the transmission generating line 140.;COPYRIGHT: (C)1995,JPO
