PURPOSE:To miniaturize a propulsion device of a space equipment by receiving the radio wave to be transmitted from a GPS satellite to a target satellite and a chaser satellite respectively, outputting the information on the present position and time, and mounting a receiving device to transmit the received information to each control means as the input information. CONSTITUTION:A chaser satellite 1 and a target satellite 2 receive the positional signal and the time signal 22 from at least four GPS satellites, and the time of the satellite is calibrated with reference to the GPS time to make the satellite time coincident with each other. The chaser satellite 1 prepares the procedures of the docking operation based on the macro command required for a series of docking operation transmitted from an earth station, and the table data to develop this macro command into the fundamental command groups with the effective time described in the satellite time, and transmits the command for the target satellite to the target satellite prior to the docking operation.
