The device is used for the measurement and monitoring of static dielectric permittivity and static conductivity of liquid, solid or gaseous substances having poor conductivity. It operates as an autonomous subsystem of a computer system for data collection and processing by making statistical measurements with intermediate cycles of autocalibration for the reduction of parametric errors and improving the precision. The device consists of duly connected control device (7), controllable current generator (8), range-setting unit (9), repeater following the feedback (10), analogue switches (11, 12 & 13), first and second switching relay (14 & 15), repeaters (16 & 17), first and second differential amplifier (8, 21), linearly alternating current source (19), programmable amplifier (20), integrating linear alternating current detector (22), analogue multiplexor (23), analogue-digital converter (24) and address bus (25), data bus (26) and control signals bus (27).
