PROBLEM TO BE SOLVED: To reduce the scale of configuration at a decoder side. ;SOLUTION: A decoding algorithm of a Decryptor 16 generating a work key from a data key and a system key and a Decryptor 14 conducting encryption in an output feedback OFB mode in a scrambler 1 at a transmitter side is selected the same. Then a decoding algorithm of a Decryptor 26 generating a work key from a data key and a system key and a Decryptor 14 conducting encryption of an output feedback OFB mode in a descrambler 2 at a receiver side is selected the same, then one Decryptor is used in common for Decryptors 21, 25, 26.
