A regulating device for hot-water central heating systems, in which at least one heating boiler 1 supplies at least one heating group 4 with hot water via a pump 7 and/or a regulating valve 5; the regulating device has a computer which can be programmed in accordance with characteristic data for the heating group 4 or each heating group 4 and the room or space heated by this heating group, and which determines the currently required heating output for the respective heating group from the external temperature and room temperature parameters determined via sensors 9-12. The regulating device 8 regulates the heat output of the heating boiler 1 in accordance with the total heat output requirement determined, and controls the output of the necessary heat output to the heating group or heating groups 4 in accordance with the flow and return temperatures and the mass throughput of hot water.
