A method and apparatus for externally treating acontainer by application of internal bias gas. The exteriorsurface of a hollow container is treated under the influenceof an electric field. The electric field is applied throughan electrode and an electrically conductive gas inside thecontainer. The electrically conductive gas conducts apotential from the electrode to the inside surface of thecontainer. The apparatus contains a vacuum chamber, a tubularinlet, an oxidizing gas source and organosilicon gas source,and vacuum pump.
