A dispensing apparatus for automatically or semi-automatically feeding webs of tissue material, including a working roll and a spare roll. From top to bottom, the side flanges (3, 4) define a first upper portion (Z1) for holding a spare roll (RR), an intermediate portion (Z2) for holding a working roll, and a lower portion (Z3) for holding a drum and a related cutting device. A shaped insert plate (8) separating the second and third portions (Z2, Z3) enables disposal of the working roll after use, and both flanges (3, 4) are provided with a first means for installing an unused working roll followed by the spare roll, and a third means for supporting the spare roll, and at least one flange (3) is provided with a second means for supporting the working roll, and a fourth means interacting with the first, second and third means for measuring the diameter of the working roll, depending on the dispensing status thereof, moving the spare roll into the working roll position, and removing the empty working roll.
