Format conversion device for converting image blocks from first to second coding format

The device contains a decoder unit (DE) without an input buffer for encoding the converted image blocks using a first encoding method, a first image memory (BS1), a format conversion stage (FW) for converting decoded image blocks in the first code format into the second code format, a second image memory (BS2), an encoder (COD) and an output buffer (AP). The encoder encodes converted image blocks using a second encoding method. The format conversion is conducted using a variable pixel rate, and is started as soon as sufficient image blocks have been decoded.
