The method involves an assembly unit (45) within the machine (1) which is fed with a supply of abrasive flaps or small groups of flaps in packs (33). The assembly unit has two circular plates (70,70`) which have pins in holes arranged so that the radial space between the pins forms a recess (74) to fit at least part of an abrasive flap or pack. The recesses are arranged to form a corona of recesses into which the flaps or packs of flaps can be precisely fixed flag-like around the eventual core of the completed flap wheel. The flaps are precisely manipulated and positioned automatically on the incrementally step rotating circular plates.
