PROBLEM TO BE SOLVED: To make uniform the temp. distribution of a steel plate in the longitudinal direction after cooling by setting the number of rotations at a steel plate inlet side larger than the number of rotations at a steel plate out let side in plural agitation devices with blade arranged to an immersion bath type water cooling device and increasing the number of rotations of the agitation device with the lapse of time. ;SOLUTION: Agitation devices 21-2n, 31-3n, having an impeller are arranged in an immersion bath type water cooling device 1. A steel plate 4 is transferred on a table roller 9 and guided into an immersion bath 5. Cooling water is supplied from a lower part water supply pipe 6a and an upper part water supply pipe 6b. A controlling 20 controls a number of revolution of the agitation device 21-2n, 31-3n. The number of rotations of the agitation device 2m at a steel plate 4 inlet side is set larger than the number of rotations of the agitation device 2m+1 at an outlet side. A temp. of cooling water in the immersion bath 5, in which inlet side is higher than outlet, is made uniform by adjusting the number of rotations.
