PROBLEM TO BE SOLVED: To ensure controlled anesthesia or the like by administrating a liquid preparation containing an effective amount of lipotropic inert gas as anesthetic or the like being controlled. SOLUTION: This apparatus is constituted of a storage container 30 for a liquid preparation capable of taking in a lipotropic inert gas in a dissolved form, a gas container 4 for the inert gas and a mixer 3 to mix the inert gas and the preparation. A liquid preparation containing an effective amount of the inert gas as anesthetic, analgetic and sedative is administered intravenously to a patient being controlled by a controlling device. The controlling device is constituted of an injection pump, an adjustor and others. For example, a measurement is performed by a analyzing the concentration of xenon in inhalation of the patient put under an anesthesia to make an adjustment based on the resulting analysis value thereby achieving a controlled anesthesia or the like accurately.
