PROBLEM TO BE SOLVED: To reduce the quantity of dehydrated sludge by oxidatively decomposing an org. matter, hardly decomposable harmful chemical substance and a microorganism group from an activated sludge tank within a sewage/waste water treatment plant and again using decomposed matter as feed of the aerobic microorganism group in the activated sludge tank. SOLUTION: Liquidized titanium dioxide is adhered to transparent glass, plastic or ceranaic and a flexible film sufficiently corresponding to the movement of water to produce an apparatus wherein the photocatalytic capacity of titanium dioxide is sufficiently put to practical use and this apparatus is arranged at a proper place of a activated sludge type waste water and sewage treatment plant and, when photocatalytic effect, that is, titanium dioxide is irradiated with light, oxidizing power very strong as compared with ozone or chlorine is generated to oxidatively decompose a substance coming into contact with the apparatus not only to decompose org. matter or a hardly decomposable harmful chemical substance but also microorganisms and decomposed matter becomes feed of an aerobic microorganism group in the activated sludge tank and excessive sludge is perfectly decomposed and water is held within a water quality standard value to flow out to rivers as final treated water.
