PROBLEM TO BE SOLVED: To improve the estimation accuracy by reflecting the difference in the creating method of the land in the estimation of damages by an earthquake. ;SOLUTION: The correlation between the degree V of the earthquake motion and the damage ratio α, and the correlation between the area ratio S of the fill-up prepared ground and the rate of change γ in the damage ratio α are obtained in advance (a2, a3). The extension distance L and the area ratio S of the fill-up prepared ground are obtained for each mesh which is the minimum control unit of underground buried pipes (a4, a5). When a large earthquake is generated (a6), the maximum transverse oscillation speed V of the earthquake motion for each mesh is measured (a7), and the number β of damages is calculated for each mesh (a8), and corrected (a9). The correction value N for each mesh is totaled to estimate the earthquake damage (a10).;COPYRIGHT: (C)1998,JPO
