PROBLEM TO BE SOLVED: To provide a highly reliable estimated value regardless of a person performing estimating work by obtaining a correction constituting element which is the product of a correction coefficient predetermined for respective elements and the respective elements included in function outline information and obtaining the estimated value which is the total sum of the correction constituting elements. ;SOLUTION: A function outline preparation part 11 prepares the function outline information for the processing of an estimation object by the combination of predetermined elements based on input from a user. A correction coefficient setting part 13 selects the correction coefficient for the element used in the processing of the estimation object from a correction coefficient file for preserving the correction coefficients for respective programs. A program scale calculation part 15 generates program scale information based on the constituting element identified by an element identification part 12 and the correction coefficient set by the correction coefficient setting part 13.
