PROBLEM TO BE SOLVED: To judge a misfire from a signal of the existing wattmeter by judging whether the descent value of generating output is larger than a certain constant or not in time of system linkage, and determining the misfire when a yes is the case as well as when a descent grade value obtained by dividing the descent value by a descending time value is larger than a certain constant. SOLUTION: A control unit 8 in a generator panel 2 reads a power signal P out of a wattmeter 5, judging whether a descent value p is large than a certain constant C1 or not. When, a judgment is YES hereat, it further judges whether a descent grade value p/t obtained by dividing the descent value p by a descending time value t is larger than a certain constant C2 on not. This descent grade value is small, namely, a grade is gentle, and since the constant C is set up in responded to a control signal, if it is NO, namely, in case of p/tC2, it is a descent by dint of output of the control signal due to the descent of the generating output, it is neglected and, and if YES, i.e., in case of p/tC2, it is determined that a misfire has occurred.
