PROBLEM TO BE SOLVED: To solve the problem of the communication quality instability of an indoor radio channel and to flexibly cope with various using purposes and communication demands by dividing one wide band channel into plural narrow band channels and respectively independently setting transmission conditions. ;SOLUTION: Communication between terminals 101 and 102 is performed by using a transmission time slot allocated to a master unit in the wide band channel 207. The wide band channel 207 is composed of the narrow band channel 208 for control and the narrow band channels 209-1-209-n for transmission. Data to be transmitted by the terminal 101 to the terminal 102 are temporarily stored in the interface part 202a of a radio module 201a, modulation-processed in a modulation part 203a and transmitted to the terminal 102 by one of the transmission channels 209-1-209-n set by a control part 204a.
