PROBLEM TO BE SOLVED: To avoid an energy loss at the time of partial load in a gas turbine by controlling rotating speed of a rotary shaft of a gas compressor and an air compressor while controlling respective suction amounts of the gas compressor and the air compressor in the case where respective capacities of the gas compressor and the air compressor are regulated. ;SOLUTION: A rotation control device 10 for controlling rotating speed of rotary shafts of a gas compressor 3 and an air compressor 4, is arranged between the gas compressor 3 and the air compressor 4, and a gas turbine 1. The rotation control device 10 is connected to the gas compressor 3 and the air compressor 4 through a coupling 11, and rotating speed of the gas compressor 3 and the air compressor 4 are controlled independently from rotating speed of a rotary shaft of the gas turbine 1. When a partial load is generated, the rotating speeds of the gas turbine 1 and a power generator 5 are not changed, but the rotating speeds of the gas compressor 3 and the air compressor 4 are changed.
