(57) Abstract Scheduling are done scalable manner and the system which are offered the data transfer of video on demand sabashisutemu. Searching the band width which it can use according to need technique in order to allocate the band width which it can use to the subscriber is offered. Entry of the storage device which stores the data for the video image sequence/output band width is formed as consecutive band width unit. Consecutive band width unit forms the schedule which allocates consumer request to one band width unit in order to receive the video image sequence. Band width unit, following to anti clustering scheduling algorithm, is allocated to consumer request. Until the video image sequence is received from consumer request by using anti clustering scheduling algorithm, latency about cannot allow to, can decrease kind of that it becomes long.
