PROBLEM TO BE SOLVED: To provide a notice board device whose visibility is high both when an illumination device is turned on and when it is not turned on and which is provided with the front-end type surface illumination device whose power consumption is low and a sign and the like using this notice board device. SOLUTION: A design is drawn at one surface of a transparent substrate 51 and the other surface is partially optically joined to a light transmission plate 1. Then, a light source 2 is arranged at the end part of the plate 1. By such constitution, the notice board device is provided with a function projecting a light beam toward the design drawn at the substrate 51 from the plate 1 and transmitting the light beam reflected on the design part almost without dispersing it. Besides, the plate 1 is provided with a function transmitting external light and the light beam obtained by reflecting the external light on the design part almost without dispersing them when the light source is not turned on. Since the light source such as a fluorescent tube, a light emitting diode(LED) or an electric lamp can be used, the power consumption is easily saved.
