PROBLEM TO BE SOLVED: To form an outer member for a shaver blade assembly in which circumferential edge parts of a window are sharp. SOLUTION: A surgical endoscopic tissue excising apparatus comprises an outer tubular member 30 having a terminal part, a base end part, an aperture part formed at the terminal part, and a hub provided at the base end part, a cutting means provided at the terminal part to be movable in the outer tubular member 30 to be introduced through the terminal part, base end part, and aperture part for cutting an organization, and a thin and long inner tubular member 50 having a hub provided at a base end part. The aperture part formed in the outer tubular member 30 is in a roughly elliptical form directed in the lateral and vertical directions, and form of circumferential edges of the aperture part are prescribed by loci of all the dots existing on or in a cylindrical tube surface, or on a curved surface of a specified curved line form.
