PROBLEM TO BE SOLVED: To use brown gas as a fuel of a travelling internal combustion engine by applying that water changes into brown gas by irradiating multi arc, which injects plasma, into water. SOLUTION: In a brown gas generating device, a multi arc M is placed inside a multi arc vessel 1, an outer periphery of the multi arc M is covered with permeable coat 3 constituted by such as a stainless net or a ceramic transmission member. Further, the multi arc M is placed in the multi arc vessel 1, a filter 2 is placed above the multi arc M, and a drinking water tank and a brown gas/steam output port 5 are separated by the filter 2.
