PROBLEM TO BE SOLVED: To safely carry out a test in a short time so as to precisely detect turning angle load data to a vehicle tilting angle. ;SOLUTION: A towing attachment 55 is installed to a fork F in a vehicle T placed on a tilting angle base 4, and the attachment 55 and a horizontal articulated type arm 11 of a load generating device 5 are connected together via a load cell 29 and a chain 30. A towing load of the load generating device 5 is gradually increased while a tilting angle is fixed, and a lift of a rear wheel W is detected by means of a lift detector 31.
