PROBLEM TO BE SOLVED: To obtain a cationic polyacrylamide by reaction of an acrylamide- based copolymer with a hypohalite in an alkaline state, and to obtain the subject paper strengthening agent and drainage improver each containing the cationic polyacrylamide as active ingredient. ;SOLUTION: This cationic polyacrylamide is obtained by reaction of an acrylamide-based polymer bearing (a) 97-60mol% of carbamoyl group-contg. group and (b) 3-40mol% of nitrile group with a hypohalite in an alkaline state of pH≥11 at 50-110°C(T) for a short time (t) specified by the formula, e15.150/(273+T)×2.5×10-20≤t(sec)≤e15.150/(273+T)×10-18+30 (T is reaction temperature (°C)).;COPYRIGHT: (C)1998,JPO
