PROBLEM TO BE SOLVED: To make it possible to supply water when water is required in an emergency by arranging water storage tanks in parallel in spaces at both the sides of an arch of a reinforced concrete bridge with the arch located at the center and by storing a constant amount of water by the natural water supply and drain. SOLUTION: Water upstream of a valley conveyed from a conduit 11 by the principle of siphon is stored in a water storage tank 5, and excess water exceeding a constant volume of water storage is overflowed from a drain pipe 12 and drained to a river course. When water is needed in an emergency such as a fire, a manhole 7 is opened and water is taken out from an intake hole 6a and used and, at the same time, water can be naturally taken in from a supply cock. In this case, a water storage tank 5 is arranged in parallel, and the bridge 1 and storage tank 5 are made as a structure in one united body, thereby achieving the purposes of both the bridge 1 and water storage tank 5. By doing so, power and energy are made unnecessary, and a constant volume of water can be stored naturally for quickly responding to a natural calamity or a disaster caused by human neglect.
