PROBLEM TO BE SOLVED: To reduce a powder residual amount at an inside of a vessel and to secure an airtightness in a mixing tank and moreover to reduce a cost of a powder mixing. SOLUTION: In the mixing tank 1 to which the powder containing a nucleus substance such as plutonium is charged, a dispersion plate 10 (gas supply part) for spraying a fluidization gas from an under part of the mixing tank 1 into its inside is provided, and also a solid-gas separating filter 20 (gas discharge part) for taking out the fluidization gas to an outside of the mixing tank 1 is provided at an upper part, and the fluidization gas is allowed to enter into the mixing tank 1 from the dispersion plate 10 and discharged from the solid-gas separating filter 20.
