PROBLEM TO BE SOLVED: To improve the precision of the initial value of an analyzed result by providing a sound velocity distribution converter for calculating the sound velocity distribution in a site from each data of field-observed water temperature, salinity and depth, and calculating the sound velocity fluctuation from a reference place. SOLUTION: A sound velocity distribution converter 10 calculates the sound velocity distribution of a site from each data of the field-observed water temperature, salinity and depth to calculate the sound velocity fluctuation from a reference place, in addition to calculation s of standard reference, vertical expansion coefficient and covariance of sound velocity fluctuation. An expansion coefficient generator forms a vertical expansion coefficient and a horizontal expansion coefficient. A reverse problem analyzer 30 reads the field information to the value of an expansion coefficient of sound velocity fluctuation which can not be satisfactorily estimated by the expansion coefficient generator 20 and approximates the expansion coefficient by use of a prescribed numerical equation. Since the observed field information is thus read and, with respect to an unknown number in which the expansion coefficient of sound velocity fluctuation can not be satisfactorily estimated, it is estimated by the approximation by the field information, the precision of the initial value of an analyzed result can be improved.
