PROBLEM TO BE SOLVED: To easily install a perforated plate punched with a multitude of air- blowoff openings in forming an air-blowoff port in the stem section of a vessel at a position determined to blow pressurized air therethrough. SOLUTION: An outside panel 1a at the stem section of a vessel is perforated at its streamlined region with window openings 6. Air-blower body frames 7 are fitted through the respective window openings 6, and are then cut at their portions projecting outward from the vessel outside panel 1a therefrom. Perforated-plate holders 8 are attached on the inner peripheries of the respective air-blower body frames 7 at the front-end openings thereof. Perforated plates 9 are fitted into the front-end openings of the respective air-blower body frames 7 and are bolted to the perforated-plate holders 8.
