PROBLEM TO BE SOLVED: To restrain the induration of fly ash, which is generated upon restraining powder dust, generated upon fly ash powder handling operation, by spraying water, by a method wherein fly ash induration restraining agent is formed of water, whose amount is within a specified range, and the balance of low-class monovalent alcohol. ;SOLUTION: 70-95wt.% of water and the balance of monovalent low class alcohol are added to 100 pts.wt. of fly ash. Methyl alcohol, ethyl alcohol, propyl alcohol, butyl alcohol and the like, for example, can be recommended as the monovalent low class alcohol. The alcohol has an effect of not only reducing the rate of water or indurating reaction generating substance but also reducing the hydrogenating reaction of calcium in fly ash by co-existing water and, as a result, alcohol makes hard to generate pozzolan reaction due to the generation of hardened substances.
