PROBLEM TO BE SOLVED: To obtain a greening foundation member that has efficient workability in installation work, excellent water retentivity, air permeability and fertilizer retentivity, and is suitable for foundation work of inclined ground faces. SOLUTION: This greening foundation member is obtained by mixing a non-fibrous material of coconut shells, fertilizers and seeds, compression-molding the mixture to a desired shape, and wrapping the molding with a polyvinyl alcohol film. In this greening foundation member the fibrous material of coconut shells used as the base material excels in water retentivity, air permeability and fertilizer retentivity because it absorbs water and swells. In addition, owing to its low decomposition rate, the fibrous material of coconut shells can protect plants after germination of their seeds from wind and rain until the plants fully grow. Furthermore, the time of germination of seeds can be adjusted by controlling solubility of the polyvinyl alcohol film.
