PROBLEM TO BE SOLVED: To prevent the thinning of thickness at the time of covering execution, and to obviate the deterioration of heat-insulating properties by partially inserting and superposing a nonwoven fabric containing heat fusion-bonding fibers into a ceramic fiber blanket and thermally fusion-bonding the nonwoven fabric. ;SOLUTION: A nonwoven fabric 2, in which heat fusion-bonding fibers such as polyester fibers are contained, is superposed on the surface of a ceramic fiber blanket 1. The nonwoven fabric 2 is pierced partially and buried to the internal layer of the ceramic fiber blanket 1 by needle treatement, and fusion-bonded by heat treatment. Hexagonal wire meshes and welded wire meshes may also be inserted and held between the ceramic fiber blanket 1 and the nonwoven fabric 2. Flame-retardant fibers or noncombustible fibers may also be mixed with the nonwoven fabric 2. The nonwoven fabric 2 is applied against the steel frame for structure of a building while being directed outwards, and fixed and installed to the steel frame by metallic pins. Collar- shaped engaging sections preventing slipping-off are formed beforehand to the metallic pins.
